The picture shows Administrator.

Are you logged on as that user?

Log on as yourself, not as Administrator. Your username has Administrator privledges. You can change the password of user account "Kevin" once you log on as "Kevin"

In the picture you provided, the account you have is "Kevin". That's the account. Now, the privledges are different from the account name. The account "Kevin" has administrative privledges.

So, you are saying the only account there is the account named "Kevin"?

If you create a new account with administrative privledges, you will get the rest of those options in the user profile.
