Disk Defrag gives memory error

On a fresh install of Win98 on a customer's machine, Disk Defrag gives an error whenever we try to run it on drive D:. It says "Your computer does not have enough free memory to defragment this drive. Quit one or more programs and try defragmenting this drive again" I can see in the System Monitor program that there is plenty of free memory. It does the same thing in safe mode. It will, however, defrag drive C: with no problem at all. Drive D: is a 70GB partition, if that makes any difference. Thanks for any help.
