Windows Stops at or Before the Logon or Welcome Screens

A few months back, I purchased a HP Pavilion Notebook which was one of the worst mistakes I've ever made. Since then the computer freezes before reaching the login screen. The quick fix I've been doing is using the Quick Recover Disks to reformat the computer, but after a while I'd encounter the same problem again...This seems to be a known issue with this HP notebook...So I called HP Support and they made me download a patch, which didn't solve the anything...

So I'm wondering what can I do? Is there anyway I could get some files off the laptop before I attempt another reformat?

To get your data off, you might wanna try booting into safe mode. Just repeatedly press F8 right after the BIOS screen and before the XP bootup screen with the scroll bar. If you're able to get into Safe Mode, you should be able to safe your data.

Forgot to mention its freezes and locks up before the login screen, especially for safe mode.

I can't think of anything that wouldn't void your warranty.
Also, none of this sounds like something a patch would fix so if there are any HP certified repairmen anywhere around take the notebook to them ( and tell them you want your data ).
My view is that HP owes you a new machine that doesn't do stuff like you described or else that you should join the class action suit that they're most assuredly going to get hit with.
