Windows XP Themes

I have read all your forums on this subject but still am not sure if I understand it right as I am not a regular user of desktop themes but apparently my grandchildren are and my question is if I download a theme which I used on win 98 can I not download this same theme to XP? apparently some of the kids have been telling me that when they download their themes they are told it is missing a file so they cannot open them and when they look this up apparently they are supposed to buy this program plus that goes with XP than they can use the theme. Course this program costs almost $50 bucks in Canada.
So please tell me that this is not so.
We now have to pay for every windows we have regardless if the computers are all owned by one family than to download these stupid themes which amuse teenagers you still have to pay extra to do this. Is this a Monopoly or what??
Sorry for sounding off but this seems to take the cake on all the extras one needs to run a computer and have a bit of fun and people wonder why so much crime by young people nothing is cheap anymore.
Just my opinion not this forums fault probably the whole world is at fault.
