They are rolling it out in stages to avoid server overload - when "your number comes up" you will be offered it.

From today's ZDNet newsletter:
In an acknowledgement that businesses will not only be slower to deploy SP2, but are also scrambling to retard its automatic deployment via Windows Update, Microsoft is pushing back SP2's automatic delivery date from August 16 until at least August 25-- if not later. The delay will give businesses more time to either roll out an SP2 blocking tool from Microsoft that allows Windows Update to keep running while disabling SP2's automatic installation or come up with their own form of remediation until they've developed a comfort level with SP2. Yesterday's announcement came within a day of Microsoft's release of a document that details 47 confirmed conflicts between SP2's built-in firewall and third-party applications-- mostly business apps. |

If you mean the Microsoft download center (not BitTorrent or anywhere else), no, it is just a smaller file that only updates what is neccessary. We installed it on a couple of test machines at work, and you only really need it know if your security is really, really bad.

The one on the website is the full install. The one offered on Windows Update will only download what it sees you need and it cannot be saved for reinstalling later or slipstreaming.
