catch 22 on Win 98 reinstall

How do I reinstall Win 98 if the CD drive is inoperable? I suspect the prob may lie in a corrupted OS file, and want to reload Windows to try to resolve it, but can't since the drive isn't working.

Remove the hard drive, slave it into another computer, copy the win98 folder from the CD to the drive, put the drive back, start it up in dos and run setup from the folder. If it has functional networking, you can copy the CD across the wire instead of pulling the drive.
