Boom Delete restoration data

I have 2 winxp labs, 30 computers in each lab with 3 different models of dell computers. All of that said I am getting an error on approximately 5 machines in each lab.
Error says
"The last attempt to restart the system from its previous location failed. Attempt to restart again?
Delete restoration data and proceed to system boot menu

Continue with system restart"

HELP!!! Everything I have read points to power issues. The only power issue could be at the wall. Any help would be greatly appreciated.

turnning off the system restore will remove the data, turnning it back on will create a new restore point.

System Restore is automatically turned off by Group Policy. Any other suggestions.
