Ive got a problem and need some help

I just finished my first home-build pc. When i went to load my windows xp Os it was all going fine until it came to a page with a blue backround. The page had 3 options. The one that i was going to choose said something to the effect of: press enter to continue windows set-up
When i went to press enter the key board was dead. The process had frozen. i tested other keybaords and that was not the problem.
I rebooted and now it comes to the opening menu and then quickly goes to a black screen with a blinking white line in the upper left hand corner.
I was wondering what to do and do i need a floppy drive to load the OS?
Do i need to format the hard drive first? and if so can i use the Cd that came with the maxtor drive?
