Question programs wont run after installation in Windows xp SP1 after virus cleanup

ive got a computer that was riddled with viruses and they all seemed to be cleaned up now. the problem is not is that I cant run anything I install. it installs ok, but then when I click on the exe file nothing happens. the hour glass just comes up for a couple seconds than goes away and nothing opens. I cant run regedit or regedit32 or msconfig from start>run. when I press enter after I enter the command, nothing comes up. I have run system file checker and I know it must be something in the registry causing this possibly but can anyone tell me what can be done to fix this?

Have you tried "System Restore" or the repair function on the XP CD?
