windows xp reboots on boot

So my friend has a HP with XP. He claims that it will reboot wile booting up.

I told him to turn on pc, and hit (f5 or f8) until you see a menu and boot into safe mode. He also has macfee which i dont like at all and its probably old.

if he can boot into safe mode then ill have him go to trendmicro.com and do a virus scan but if it dont find any thing can you restore in safe mode?

any think els you guys can think of?

If you can boot up in safe mode, try running spyware and AV scans first.

[edit]: Windows prompts you if you wish to do a system restore upon entering safe mode.
