Deleting Temp folder files?

Whenever I do a disk cleanup, Windows XP doesn't include this folder:

C:/Documents and Settings/Default/Local Settings/Temp

Would it be safe to manually delete the contents of this folder, and is there a way to include this folder whenever I do a disk cleanup?

Yes. I've never ran into ill effects deleting the contents of that folder.
