SP2 seems to block download links

Was working on a friends computer yesterday. He has Win98SE. I was downloading some driver updates OK. Thought I'd redownload them on my XP machine since he's asked if I could reinstall his OS for him. I got an immediate "page cannot be displayed" message. I've noticed this on other download links. How do I disable or adjust this? Thanks.

What kind of internet connection are you using?

Are you going to the manufacturer's site, or 3rd party pages?

SP2 does have the new toolbar/status-bar that is located just below the older menu bar & should display a message when it blocks a download. You can click on the new toolbar, and select "allow download" in a case-by-case manner, or change the overall behavior by going through the toolbar options [I don't have an XP box here, but the options are up in the menus somewhere]
