Question about HP 513n and Win XP Home Recovery

I'm working on a HP 513n with XP Home.
This pc really needs to be reformatted and restored.
The two ways HP has to do this is as follows.
I can start the pc with the minimum hardware, monitor, mouse and KB, and repeatedly click F10 as the system restarts when it shows the blue HP logo and then I should beable to restore from there.
I do get the hp restore preparation but then the pc just goes to loading windows to the desktop.
The other way is in Windows. I follow instructions to click on hp pc recovery but I get this message:
The drive or network connection that the shortcut "hp pc System Recovery.link refers to is unavailable. Make sure the disk is properly inserted,(there is no disk),or the network source is available and then try again.

I have attempted to use the second option many times, with internet connection and without.
The above instructions are from HP.
Any ideas?
