tried that but it didn't help, thankx anyway.
i did have to remove two trojans just before i was alerted to this problem.
one was download trojan and i can't remember the other. they were deleted from norton while in safe mode as requested. this problem seems to have showed up since then?

WOW, that really fixed it! thankx a bunch, you saved me alot of time. madmax, you da man.

out of curiosity, what did i just do and what might have caused the problem??

edit theres a switch. shutdown doesn't save the fix. i have to rerun the command each time i reboot.
at least the fix is quick but what is really going on?

[. . . you re-registered that .dll file, which is part of Windows networking. I'm surprised the over-the-top didn't re-register it for you (it might not if you used just the file verify version "setup /p f"). Your AV probably had to clean the file: my guess is that somewhere in the process it got unregistered. The registering of .dll files usually happens during an installation process.]

P.S. - nice call, MadMax.

i booted from the win98se cdrom disc and chose to reinstall windows in the windows directory even though it saw the other version and recommended to abort.
do i need to wipe and install from scratch??
if re-registering the file from the run command doesn't stick when rebooted, what are my choices??

I haven't heard of a file needing to be re-registered every boot. I'm wondering if you still have malware monkeying with your communications files. Just to make sure, try a few online scans, to see if they catch anything your local AV didn't (or something that has snuck back in). HouseCall's pretty good, and doesn't seem to annoy the local AV too much http://housecall.trendmicro.com You could also try registering the darn file in Safe Mode & see if it sticks there. If so, then perhaps something is running at normal startup to change things - you could look in msconfig for clues.

And since it's a networking file, you could always try removing/reinstalling just that part (this takes very little time, but requires either your Windows CD or the .cabs on the hard drive) = from Add/Remove Programs/Setup, go to the Communications and uncheck the Networking components, reboot, then recheck them to reinstall.

Do you have a Security Update CD? That would net you some recent version files, and straighten up communications, networking, and security. You mentioned you already updated - if it was before your reinstall, try updating again [especially IE & OE] - you could also try reverting with IE, uninstalling OE, then getting fresh copies from Windows Update.

My bet is on pestware doing it's bad business
. . . Gary
