XP sp2 lagging/random cpu load

The weirdest thing just happend with a new pc I am making. At random intervals Windows uses a lot of CPU usage while I can locate it in the taskmanager under the services that run. I can only see it in the tray and at the bottom of the window that the cpu usage is much higher, because in the proces tab the idling proces is constant at 96-99% whilst tray icon gives 40%+ cpu usage on many occasions

mobo: Asrock K7VT4A+
CPU: Sempron 2800+
Mem: 512 MB Kingston valueram
Videokaart: Nvidia FX 5700 LE
HD: 160 GB samsung HD
Input: Logitech Cordless Optical
Case: Aopen with 300 Watt PSU
Cooler: artic Copper Silent 2
Extra: 1 casefan of 8 cm

installation: Windows XP Corp. Sp2 (fresh install)
turned off: Security Center, Firewall (due to having a router with built in firewall) anti-virus

I hope someone has a solution for this problem because sometimes the PC will just lag and it damn annoying

Check for spyware using adaware and spybot. You may also want to run a virus scan.
