Can't login to windows!!!

Hey there,
I have a problem with my dads PC. His computer was riddled with spyware etc. so i used spybot to try to clean it up. I then installed Norton Security 2005. After restart, the Win XP login screen came up which is strange because I've never had that come up before on his PC. If you click on the name it says "loading settings" and then almost immediately changes to "saving settings" and it keeps doing that so i can't get into XP.

I've tried safe mode, last known good configuration etc but to no avail. I think that when using spybot i may have deleted something that maybe i shouldn't have. What can i do?

well it saves settings and then goes back to the login screen where you have to click on the user and type in the password. it just does that over and over again.
