Desktop Icons

My Daughters computer runs Windows 2k Pro.
She is unable to drag icons on the desktop to folders, she can open the programs from the icons, but thats all.
Can anyone shed any light on this problem for me?
any help would be greatly appreciated.

In control Panel under User and Passwords what Group does she belong to? Some of these settings can restrict this function.

Are the drives involved some how protected (did anyone mess with the security settings?)
