can't open downloaded .jpg files

ok, this is on a friend's computer. I told him you guys could help.

when downloading any picture, .jpg, .bmp, .art, or whatever....the file is placed on the hard drive. but when I try to open it with a variety of programs it won't let me look at the picture. In internet explorer, i just get the little 'X' placeholder.

he's running xp w/ sp2, and ie6.
