Question GDI+ Detection Tool?

I just installed all the latest updates except for one. The GDI+ Detection Tool. It popped up with a confusing license agreement and I didn't know what it was so I said I didn't agree and it didn't install it. What is it? I looked it up at the Microsoft website but I am still confused.

It scans your system for software that needs to be patched against vulnerabilities. I'd advise you to install it.

Thanks. I will install it then. It's the license agreement that made me suspicious about something. Don't really know what.

Hmmm.... I have several things on that list. However, what "vulnerabilities" could there be in Digital Image Pro 7? Or even Office 2003? Is someone going to mess with my pictures or documents?
