Delete NT 4 and Install 98SE?

I formated the 3gb hard drive that had Windows NT 4 on it. I tried to install 98SE, but it comes up with an error. It says if NTFS was installed on the hard drive, there must be a partition to install 98. I tried to make a partition with FDISK, but after that, it said Windows 98 needs at least 7mb. How do I get 98 installed?

fdisk should show an existing partition. delete it and then boot from a floppy and run fdisk again and create a new partition.

98's Fdisk will show the NTFS partition as a non-DOS partition. It must be removed. Remove all partitions and create a new FAT32 partition.
