splat Windows fix causes restarting

I've got a problem that I've run out of ideas how to troubleshoot. I'm running
XP Home (SP2) on a Dell Dimension 4400 with a P4 2Ghz. Upon starting it up
today, I got this error message:

"Windows could not start. The following file is missing or corrupted
\windows\system\vgaoem.fon. You can attempt to repair this file by starting
Windows setup using the original setup CD-ROM. Select 'r' at the first screen
to start repair."

After jumping through the hoops to fix it exactly as MS Support prescribed, I
restarted it and got the screen saying that Windows had been shut down
wrong and to choose one of the options (Normal, Safe Mode, etc.) to boot
again. All of the options cause a restart in the same spot, and upon
choosing Safe Mode to boot, the commands list gets to the
file "...agp440.sys", pauses and restarts. Can anyone help me get around
this problem? Thanks.

can you get into the recovery console?

I assume I can again. Going into the recovery console was part of fixing the first vgaoem.fon problem.
