no entry point error

I recently uninstalled my sp2 and a few of the hotfix's after restarting my computer I got the error explorer.exe-no entry point. Has anyone had this problem or have any good suggestions I have tried just about everything. I cannot do a system restore or recovery. I talked to a microsoft tech for about 2 hours and still could not get the problem solved. My system is totally jacked up ....... needs help.

You receive an "Explorer.EXE - Entry Point Not Found - The procedure entry point SHCreateThreadRef could not be located in the dynamic link library Shlwapi.dll" error message after you install the MS04-038 security update
