Windows/Computer Set-up Problem

Hi im not sure if this is the right forum for this but here it goes I just bought a new computer for Cyberpower Inc online. I got it yesterday without Windows installed, just bios. After installing my extra RAM, video card, DVD-RW and DVD-ROM drives, i went to install Windows XP Pro. I have never installed an operating system before, let alone on a brand new computer. I put the CD in the drive and it asked me if i wanted to boot from the disk. I clicked yes and then the computer just shut-off completly. I've tried this several times with no luck. I put my old harddrive in and i can get up to the Windows loading screen and then the computer just restarts itself, over and over again. Does anyone know what may have cuased this? Do i have to change some of the bios to get it to start-up? I have a AMD XP 64 3400+, GigaByte GA-K8NS nForce3 250 Chipset, a Sony DVD-RW drive, a DVD-ROM drive, a 160gb hd, 1.5 gb RAM, and a 128mb ATI video card. Please let me know ASAP if you can help me out. Also let me know if you need anymore info from me. Thank you very much
