Question question about user profile on Win2000

We hve just started using Win2000 at work and I need some advise. I need to setup all the employees as users and I just want to make sure that my co-workers have the internet access that they need without giving them free reign over their systems. So the question is... When you set someone up as a user on Win2000, is it like it is on XP? I know on XP the users do not have the ability to download or install programs or make any changes to the drivers or install hardware. Some of the ladies have to access their vendors online and download forms from the vendors' sites, so I can't have that restricted. But I have a couple that will download programs and uninstall and reinstall programs and drivers anytime they think they have a problem, instead of calling the computer dept. I hate to do this, but the boss said he wants the problems under control and I can't think of anything else.

Security in 2000 is essentially identical to XP Pro with simple file sharing disabled. You have users, power users, and administrators, and group policies.
