DVD pauses

I have had this computer for 2 years but am just now trying the dvd player.
Apparently it will play for about a minute then pause for about 15 seconds repeatedly throught the whole movie. Does it on all disks. Also, may be related but about a month ago pc started acting slower and hanging on mouse clicks
temporarily. I did a whole system repair including removing adware, virus checks, registry clean up, defrag drives, tweaking,etc. Drives seem to be working fine. But pc still has same problems. I have 3.15 of 15,9 gb on Drive C where my Media Player is located, and 38 of 58 gb free on Drive D. I have a Sony Pentium IV 1.8 ghz, 512 mhz RAM , 80 gb. Any suggfestions? I am
beginning to think it may be from one of several lightning storms that shut down pc over the years, even though I have an expensive reusable surge protector, we get a lot of outages out here in the country.
I am wondering if moving my media player to drive D would help, but I hear it is a hassle because it is set up not to be uninstalled.

Hi,

how are the IDE devices connected, and is DMA enabled for them (you can check DMA in device manager, properties of the IDE channel) ?
