New Install Direct X 9 Not Listed

Just did a new install of XP Home and did all the critical updates and optional updates. Did not install SP2 yet, however. I am wondering why Directx 9 did not install with all the updates I downloaded, it is not in the history, and it also does not show up as available for download from Windows Updates. I ran dxdiag and it says I have version 8.1. Why would this be the case? Since it does not appear would I be making a mistake to download it and install it? I am looking at this link for DirectX 9c from Microsoft:

Anybody got any ideas?
Could it have anything to do with unsigned drivers?

i was reading some horror stories last night about install failure and inability to roll it back. i will ghost the drive before i do it just in case.
