Value 0 of .sif file error WinXP keeps rebooting...

Hi Everyone,

I have a 2 hard drive system. My C drive has WinXP and the other is Win98SE. We had a power outage and I started having a few problems starting my computer which ScanDisk would fix until I shut it down and restarted again. Then I have to run scandisk again in order for it to get to the desktop.
I tried re-installing WindowsXP from my upgrade CD hoping to refresh the files and it got to a point and it said "Restarting Setup" It then reboots my computer and goes to that same screen again and says the same thing and reboots again over and over. I have tried safe mode and every other option including the boot disks and all end up at that screen and the computer keeps rebooting.
No matter what I do I cannot get to the desktop and I cannot get the computer to stop trying to reload WindowsXP Home Edition. Forgot to say what edition. I did get a blue screen error which stated "Value 0 (zero) in the .sif file used by setup is corrupted or missing. Value 0 on the line in section (source Disk Files) with Key "SP1.cab" I saw as well the refferene to the txtsetup.sif file as corrupted.

What do I do?

Download and run diagnostics on the hard drives. Sounds like the power outage may have damaged one or both. You can download them free from the respective hard drive manufacturers.
