I was given a laptop from my Aunt that her work gave her(they were replacing the laptops) ; it has NT 4.0 on it and I want to replace it with my own operating system. How do I remove it. I tried to reformat the drive but it says that I can't perform that task.

Depends on what OS you wish to use, essentially, you need to boot with the bootdisk of the OS and when prompted delete partitions that exist and create new ones.

I tried to load WIN 98 SE and it said that I couldn't load this except in the MSDOS mode.. I can't get to the DOS mode the system says You can't do this in NT 4.0. How do I get to DOS?

boot from the CD and run FDISK to delete your partitions and create a new one. If the partition is NTFS, you'll have to do so by removing the non-DOS partition. Reboot from the CD again and continue with formatting and installation.
