SP2 Internet shutdown problem

Freinds Pc:
After installing SP2 the internet works fine and so does all software..yes i know this is strange..anyway, the only problem we seem to have is we cant get the internet to shudown. She is using a 56k dial up..Only way to sign off the internet is to log off XP. IE Disapears after closing it, but we dont get the normal box to sign off the internet so it stays connected. With kids around this is a problem running up phone bills unaware. Anyone have any ideas? sorry if this is a common question. Help greatly appreciated =)
