setting permissions.

I remember using a feature in XP that displays different options and allows setting of certain permissions based on groups of users. I don't remember exactly what it could do but one of the possibilities was disallowing users to shut down the workstation, for example. Now I am trying to find this program but have had no luck. Anyone know where it's hiding?

Do START > RUN > gpedit.msc
It's the Group Policy Editor

Gpedit.msc doesn't exist in XP Home.

Boot into Safe Mode, Administrator account, to access the security features XP Home does offer.
