Desktop wallpaper setting TOASTED!

I really hope someone will try to help me on this.

I think I have either accidentally erased a system file that allows one to change the wallpaper in desktop. Let me explain exactly what is going on.

Right now I can only put windows background files on my desktop via desktop settings. Themes and screen savers seem not to be affected - yet.

So, I right click desktop and get the display properties.
Background tab: yes I have the list of all the background pictures including ones from my pictures file. When I click in that list, i do get a mini picture showing on the tiny screen.

Now when I click on "apply" the pc thinks for a long while and then I get nothing.

The funny thing is ... It will only come on if I uncheck "show web content" - when right clicking desktop.

It appears as though "show web content" keeps trying to check itself thus constantly loading no picture file.
I have more than de-spywared and antivirused my pc and cleaned out all temp folders and history etc...... in SAFE MODE.

How do i get my desktop to place on it my own pictures??????

What version of Windows are you using? Sounds like Windows 98.
