small question

is it normal for the desktop icons to flash a little after opening and closing My Computer (the icon). sometimes it looks like that the icons will refresh

Does it get any better when you turn off the visual eyecandy of XP? It shouldnt happen on a normal system. The thing you've got to check is when is it more likely to happen? Some logical tests should let u determine if there is a bottleneck to your system like ..
a) does it happen more when u have a lot of background tasks?
b) What is the size of ur wallpaper, have you tried reducing the size of it (not just resolution but also filesize) <-- if i had to guess that would be my first guess
c) does it happen even when u turn off visual add-ons to your OS
