Just purchased a new copy of XP pro with service pack 2 on it Can I install that copy over an older version of xp pro, without sp2, and not loose any of my saved data of already loaded programs?

If you do it as a repair install, it should upgrade you to SP2

My data and programs would all be spared,...and the new version only copies itself over the old version, root files and all?

If you're booting from CD, you MUST do a repair install... if you don't, it will delete things like the My Documents folder (You'll be warned about this and have a chance to abort).
