Smile My PC wont RESTART!!!

I am using Windows XP Home, SP1. My PC is a P4, 2.8GHz. When I initally built the PC, the PC would RESTART. Now when I hit RESTART - the PC shuts down
completely!!!

Can anyone tell me how to fix this problem???
