Does such a program exist?

I've been looking for a utility that will allow me to countdown a shut down. I want to be able to set a time and have it run for every user on a PC. Obviously, I wouldn't want that user to be able to change the settings. For example, when a user logs into his/her account, after 45 minutes the computer will log off the user or shut it down. I have only found programs that require you to actually set it everytime. I hope I explained this well enough for you to understand...
