Re-ordering how files are displayed

I have searched for this topic and haven't found anything (not sure how to word it) If this has been discussed I apologize for the new thread.

Is there a way to get windows to display the files in a folder in the order that I choose, as opposed to by 'filename', 'date modified', 'size' or 'type'?

I would like to put files in a certain order but windows always puts them in alphabetical order by file name. The only way I can get it to do it is by preceeding the file name with a 1, 2, 3, etc. I can do this but I would like to retain the original file name.
