XP won't defrag

I recently did a clean install of XP Home on a WD Raptor. In the process of installing apps and whatnot, I wanted to defrag the drive XP is installed on (C:-6GB). So, I defragged. When that was done, I clicked the "Analyze" button to see how the defrag went. After the analyze was done, I got a message saying I should defrag again. I'm thinking "what's up with this?" Anyway, I defragged again, analyzed again, and got the same message about needing to defrag again. It seems that the defragmenting process is either not functioning or malfunctioning. Anybody know what's going on?

I'd run the WD Data LifeGuard tool on the drive to ensure there is not a problem with it but run chkdsk first.
