Win98SE vmm32.vxd missing/unable to load

I've scanned the archives about this and see several posts, but unfortunately they don't seem to apply.
Here's the scoop. A friend gave me her computer with the instructions to "fix it". I reformatted the hard drive and attempted to load windows back on it. I keep getting C:\windows\system\vmm32.vxd missing/unable to load. And the system locked up. I've checked the system.ini file and there is no scanners. This is a pretty old system, pentium 300mhz with 64mb ram. It's pretty much a boat anchor, but all she wants it for is email. Any suggestions?

Take the install CD out of the drive, and it should boot fine.
