Take two on this one

I posted this problem before and got a good answer but it did not work.

When I press RESTART (start/shutdown/ restart) it never works.
Also when there is a program that says that it will restart windows it does not work.Including windows itself. However Shutdown works fine.

I think that there is a link missing in my Windows Xp pro. Is it possible to replace that link if so how?

I really don't want to do a reinstall of my XP.

What were ALL the suggestions from the previous post so they don't get suggested again?

What happens when you do try to re-start?

It freezes up and I get a black screen.

List all the background programs and applications running on your computer. And the peripherals you have connected to the USB ports.

Can you restart manually? i.e. Start/Run/Cmd shutdown -r .

I tried what you said but it did the same thing. Hangs on a black screen.

Might be a file corruption problem. Take a look at how to run sfc \scannow. About middle of the page.

Cricket gave you excellent advice, please follow it. You may have a flaky USB device driver, or something similar that may cometo light by following his advice.
