Win32 dialogue at shutdown

A friend has asked me to look into this. The computer has just started showing a dialogue box at shutdown

Win32. You must quit this program before you quit Windows
Click OK to quit program and Windows or click Cancel
to continue running program and Windows.

And also, at startup

Norton AntiVirus was unable to start Email Protection

Does anyone know what these mean and even if they are related. It seems to me like there is a program running on the win32 platform that was not running previously.

Any help appreciated!

Do you know what program it says is stopping the shutdown?
