98 operating system

Hi all,
I have a problem with windows 98.I cannot any of the windows icons on the desktop,every time I click on an icon I get the message "this program has performed an illegal operation and will be shut down" in the details what ever icon was pressed caused an invalid page fault in module SHLWAPI.DLL at
0167:70bd2c4f.
I have reinstalled windows but come up with the same problem. All other programs and files not related to windows can be accessed.
hope someone can help me

suspect the ram module is faulty or bad connectivity, take out the ram module and clean contact with eraser and slot it back to the original slot and power up the system, if notting help, change ram slot and power up again, if still no luck then try to get hold a piece of known good working ram and try again.

Do thorough virus and spyware scans, repair/reinstall Internet Explorer.
