Sticky USB Root Hub

I have run into this problem with a variety of motherboards in WIN98 and 98SE, now in WIN2K as well.
In the pr0gram manager there is "USB root hub" installed for each of the 2 USB controllers without anything being connected to the controllers. If I connect a device, it is not recognized. I have deleted the USB root hub, but at WIN startup it is automatically replaced and the device I have connected is never recognized. I cannot get rid of the sticky USB Root Hub and cannot use my USB connections.
Any help?

The USB root hub is the hub built-in in your computer. It is the hub that gives you the 2 USB-ports on the back. If you delete it, then of course you'll get problems. So you'll never get rid of the USB root hub, because it is necessary for USB.

First of all you have to fix this problem. In device manager there should be the universal host controller and the root hub.

Then try again: Plug in the USB device while Windows is running, and see if it works.
