winxp will not shut down

HI guys

I have just setup a new machine and have installed Win XP with SP2 built in from scratch.
Everything works spot on except for the fact that when I shut down, it goes to the "Windows is shutting Down" Screen (after "Saving your Settings") and the hard disks close down ,the cd roms close down and the mouse disappears, then the machine stays on with the above screen still displayed. It is almost as if the motherboard is not being told to close down even though windows has done so.

Any ideas ?

Your help is much appreciated!
