Unhappy System Restore Empty

Got this problem that just started with System Restore, there is no System Restore when it's open all is there is a white screen with absolutely nothing on it. It looks like a notepad window. Has anyone ever had this problem and how do I fix it besides reinstalling windows xp again.

To my knowledge once System Restore goes bad, the only thing you can do is stop it and restart it.
Start>run services.msc , locate the SR service and doubleclick it.
Click the stop button, then set the startup type dropdown to disabled.
Click apply/ok, then reboot.

Then, check the "System Volume Information folder" on each drive and delete
any contents. Reverse the steps to restart it.

Be forewarned that doing this removes all existing restore points, but it
doesn't really matter as they weren't working anyways.

Thanks rightcoast but that didn't solve the problem either. Maybe if I ran sfc /scannow something will show up to be fixed. If not I guess I have no other alternative but to do a repair install unless someone else has any ideas.
