Networking Problem

Help..

I live in an apartment at college. My roommate and I are connected by a router to a digital cable internet connection (comcast). We are trying to network our computers. I can access his shared folders, but he for some reason is getting a message that he can't access mine cause he's "Not allowed". My problem is that I already chose the folders to share, and set them to share status. There's another problem that I dont' know though that's making it impossible for him to share my files.

Help me please,

make sure that the account you are using doen't have encryption on its files...if you encrypt the files on any account it stops them from being seen by other accounts withing the pc and share PC folders via network...
