Xp Why are some shortcuts seen on logon

A friend has new build and running Win XP.....logs on loads programs etc... Then his wife logs on and see's the same shortcuts etc.....Yet when she logs on has different programs there not seen on his log on??????

XP has user level security with individual profiles and desktops. Some software installs into "all users" but other software only installs into the profile of the logged in user.
