SP1 Updates in SP2?

I have an update that has been trying to install for 2 weeks now...

BIt's the Security Update for Microsoft .NET framewrok, Version 1.1, SP1 (KB886903)

Here's the thing...I have Service Pack 2 installed so my first question is...Why is an SP1 update trying to install...

Secondly, it won't install, when I start the installer, I get an Error Message about 10 seconds later...

"Application Has Generated an Exception that could not be Handled.

"Process id=0x6c0 (1728), Thread id=0x2e8 (744).

"Click OK to Terminate Application.
"Click CANCEL to Debug the Application"

If I click OK, the application terminates and the update is not installed.

If I click Cancel, I get another Dialogue Box telling me that I have no debugger (Not surprising, since I'm not a programmer...) So I cancel...if I retry, it locks up my computer.

The answer to your first question is that "each" major program within/besides Windows have Service Packs. For example, Office 2002 is up to SP3...

Oh, I see, that makes sense...However I still can't get it to install and this icon is starting to piss me off, is there any way to delete the update file and either try again or deactivate the updater?
