Can't Re-Format

Have XP HE on a Pc and need to reformat but can't. I understand that the CD is no help since it recognizes an OS already installed so no access to the tool. I've used a Win98se floppy before with this XP and did the FDISK and Format just fine. Now it says format command not supported. I read where one can delete the partition using FDISK but it says no partition to delete. I downloaded the 6 floppies for XP Boot Disk from MS but see no options to format. Only thing I can see may be different is I installed the SP2 awhile back and does that interfere with above process?

One way to do it is boot to the XP cd, select a new installation and when it shows you the existing partition(s), Delete them. Then create new partitons and format the C: partition for the fresh install. Format the other partitions using Disk Managment after it's up and running.
