Greyed out folder options & no right click on task bar

I lost the right clickability on the taskbar (nothing happens) and the quick launch tray isn't there. If I right click on the system clock some of the toolbars are greyed out. Under folder options, the "enable web content" and "single click to open" boxes are greyed out. Hope that made sense.

Running 2k w/sp3. Any ideas?

First you should try to scan for malware. Check out your policie settings, microsoft has a good page that describes them all, make sure there arent any restrictions (NoDriveTypeAutoRun is there by default, in xp atleast) Make a backup before changing anything.

Also, isint win2k up to sp4? You should update.

Yes it is up to sp4, but this isn't my box and there is another issue that isn't allowing me to update it to sp4, but that isn't the problem here.
No viruses.
