Windows loads, no programs open

My laptop froze up yesterday and wouldn't respond so I turned the power off and then restarted the computer. Windows loaded up fine and everything looked normal but when I double-click any icon on the desktop or try to open anything from the start menu, nothing happens. There is a delay similar to if you were to try to open one program right after another (If I click an icon, it takes a few seconds for it to be highlighted). The computer seems to freeze for a few seconds and then resume but the programs never open. I restarted the computer again by turning the power off and on again and let it load and sit for a half hour or so in case it was just a lag of all of the startup programs loading but ended up with the same results. Any ideas?
